Dispatching management of the distribution network SPP – distribúcia plays an important role in reliable and safe gas distribution.
The history of the foundation of Slovak Gas Dispatching (SPD) is related to the start of the use of natural gas from domestic sources. A rapid development of gas industry was registered in the 1960s and 1970s, when the interstate gas pipeline Bratstvo ("Fraternity“) was built (put into operation in 1968). This period was characterized by substantial development of gasification and underground storage of natural gas. Therefore it was necessary to ensure continuous dispatching management and coordination of natural gas distribution with activities in the area of the development, operation and maintenance of gas facilities.
A modern dispatching centre for management of the distribution network SPP – distribúcia was gradually established that carries out activities in four basic areas:
- Preparation of gas distribution ,
- Operational management of distribution network ,
- Operational management of distribution network , Emergency line
- Operation and maintenance of control and telemetric systems.
In the area of preparation of gas distribution the support for dispatching in technical, commercial and legislative areas is provided.
Operational management of the distribution network is aimed to network management, physical balancing of network, processing of nominations and re-nominations, cooperation and coordination of development and maintenance works on the distribution network.
SPD handles accident and emergency situations in accordance with the emergency plan of the company and with the Decree of the Ministry of Economy of SR stipulating the details on the procedure for announcement of the state of emergency, announcement of restriction measures in the state of emergency and on measures for elimination of the state of emergency.
Through continuous operation of „Emergency Line – Gas”; 0850 111 727; , SPD handles reported unforeseen situations and failure states which contributes to safe and reliable gas distribution to the customers.
The support for distribution network management and handling of extraordinary and emergency conditions on the distribution network are control and telemetric systems. A reliable operation of these systems enables the collection of information about the current state of distribution network and gas consumption by customers in categories Large and Medium Customers.
In accordance with the decision of the Ministry of Economy of the Slovak Republic (ME SR) from the year 2006, SPP-distribúcia, a.s. as distribution network operator fulfils the functions of gas industry dispatching in the territory of SR. The company fulfils the functions and obligations of gas industry dispatching resulting from the Act No. 656/2004 Coll. on energy, as amended, through Slovenský plynárenský dispečing /Slovak Gas Industry Dispatching (SPD).
The functions of gas industry dispatching are particularly aimed to the following areas:
- Operational management of own distribution network and gas distribution to interconnecting points of other distribution networks.
- Management of interconnected transport networks and distribution networks in the defined territory in the state of emergency and during performance of activities that directly prevent its occurrence.
- c. Technical management of gas source allocation in points of entry to interconnected distribution networks.
- Announcement of restriction measures in the state of emergency.
- Determination of measures aimed to the elimination of the state of emergency..
SPP - distribúcia as gas industry dispatching according to the legislation implements the balancing of distribution networks in the defined territory, i.e. in the whole territory of SR. It also ensures the standard of safety of gas supply for customers in the category Households in accordance with the legislation, which contributes to safety of gas supplies for these customers. For these purposes SPP – distribúcia can use gas deposited in underground storage.
