Basic activities of the company SPP – distribúcia, a. s., i.e. gas distribution and related activities, are activities regulated by the state. It means that the state through its standardization and decision-making activity stipulates the framework and rules for execution of these activities and thus for the functioning of organizations that carry out these regulated activities. Basic legal regulations stipulating the rights and obligations of SPP – distribúcia, a. s. as regulated organization and of state authorities competent for performance of regulated activities are the Act No. 656/2004 Coll. on Energy and Amendments of Certain Acts, as amended, and the Act No. 276/2001 Coll. on Regulation in Network Industries and on Amendments of Certain Acts, as amended. The state implements the practical execution of regulation through its bodies, especially through the Regulatory Office for Network Industries and Council for Regulation, independent collective state body responsible for strategy and management of regulation in network industries. The Ministry of Economy of the Slovak Republic also has important competences in the area of regulation due to its position as central government body in charge of energy. For example, it approves the draft regulation policy developed by the Council for Regulation and has the right to submit comments to the proposed price for performance of regulated activities in price proceedings conducted by the Regulatory Office for Network Industries.
For the purpose of proper regulation and state supervision of regulated organizations, the regulated organizations are obliged to submit to state authorities various reports and information about their activity, e.g. information about meeting the quality standards in provision of services, reports resulting from the obligation of the regulated organization to keep separate accounts of certain matters, or information about allocation of assets and liabilities of the organization.
